Purpose of the Job:
The primary role of the Technical Manager is to develop and maintain a Technical Organisation and Technical Processes to implement the planned Developments of all categories of reserves for the licenses.
The objective is to retain the licenses and meeting or exceeding imposed schedules, and volumes/quantities, within budget; without serious accidents, whilst

- Satisfying the laws, rules and regulations of the Russian Federation.
- Satisfying the Joint Venture Agreement between the shareholders.
- Satisfying the license production commitments.
- Satisfying international standards.

Dimensions:
Capital budget: ca. US$ 200 million/annum
Member of the Company Management Team.
Staff: 4 direct reportees, 200 Company staff in total, 1000 - 1500 indirectly
Activity programme covering the drilling of up to 100 wells/annum with 4 drilling rigs, a fleet of 6 hoists.

Responsibilities:

- Develop Asset Reference Plan on behalf of CEO;
- Develop and implement efficient company development strategy;
- Develop Exploration and Appraisal Programs;
- Maintain effective organisations to execute development processes;
- Develop effective processes to manage and control development
- Execute works within the Russian Federation legal framework
- Execute works against company and International standards and resolve conflicts with above
- Maintain and expand technical reputation & credentials for company
- Maintain safety management systems to execute above in line with HSE objectives
- Implements company's minimum standards and Global Processes
- Develop and recruit Russian staff to maintain a 95% Russian organisation
- Establish/maintain Industry and Russian Governance and Russian Administration contacts
- Gather intelligence on local suppliers; develop Vendor and Contractor capability

Competencies:

The company is a relatively new, fast growing joint-venture, focused primarily on the development and exploitation of the licenses in Russia. Current (May 2008) production levels are some 120kb/d. Currently a well stock of some 300 production and injection wells is in place, which will over time be expanded to potentially some 1000 wells. Current production is projected to grow further over the next few years to peak in the period 2009-2011.

The company has established a positive reputation within the industry in Russia through its rapid development and quick production ramp-up. Notable successes have been the short leadtime to introduction of first production into the main facilities; the quick production build-up as a result of world class drilling performance; the effective integration of Russian and International technologies and work practices; and the focus the company places on sustainable development, with safety and environmental performance as key priorities.

The company manages a significant contractor base, with between 1000-2000 contractor staff active, depending on seasonal variation and project related activity load. The Technical Manager is a key player within this team and responsible for safe and effective development of the assets, ensuring sound and efficient reservoir management, execution of a world class drilling program, identification and maturation of incremental oil volumes and construction of new objects as and when required. Given the challenging nature of the work environment (eg. Remoteness, climate), the safety and environmental exposure is significant and as one of the most senior leaders in the company the Technical Manager is expected to play a leading role in driving the organization towards its stated aim to realise a zero-incident/accident workplace.

The Technical Manager ideally has significant experience (a minimum of 15 years) in the development and management of hydrocarbon assets, with as a minimum exposure to international standards and practices. She or he should have a proven trackrecord of leading diverse teams in a dynamic and challenging environment. A hands-on style and a willingness to coach and develop staff is a requirement. Russian language skills are not a strict requirement, but would be considered advantageous.
